Just wondering if there is specific purpose within Mahara for which Cron needs to be setup? And if so how can one test in Mahara if the Cron is working properly?

The cron is needed to do several things, the most significant one is to update RSS feeds. There's not a nice way to tell if it's running other than to check your server logs, and see if RSS feeds update themselves over time.
