http://www.mahara.org/wiki/En/Developers/Language_Pack_Development - instructions on developing a language pack. Unfortunately, I've only filled out instructions on how to get your language pack to be hosted on git.mahara.org. I can try add some other instructions later - or if you've made a language pack you could start adding notes there.
